The UPU is known as the Unit Pusat University or (University Center Unit) which was used since the early 1970s. in 1995, it was changed to BPKP IPT or Bahagian Pengurusan Kemasukan Pelajar IPT of Jabatan Pendidikan Tinggi before the name was changed again in 2005 where it is known as BPKP (Bahagian Pengurusan Kemasukan Pelajar) until today.
The UPU is the Pengurusan Kemasukan Pelajar Jabatan Pengajian Tinggi which is the department under the MoHE (Minister of Higher Education) that handles all the processes involving students applying to study in the IPTAs (Institut Pengajian Tinggi Awam) or in other words, the public institute of higher learning in Malaysia.
The main role of UPU is to be the policy maker and maintenance for those who finished their SPM (Sijil Pengajian Tinggi) or equivalent certificates and are looking to further their studies into the undergraduate levels.
The UPU is in charge of handling and running the locations of study in the programs of post SPM/Setaraf, STPM/Setaraf as well as the diploma in Education and the medicine fields. It plays an important role in processing and handling all the entry requirements and documents needed to enter any of the IPTAs for those who have the relevant qualifications.
On top of that, the UPU is involved with the enforcement of policies of foreign students who are applying to study in the local public institutes of higher learning while playing its role in the development and realization of the Electronic Government, in line with the country’s Vision 2020 aspirations.
Other roles that the UPU handle include managing other related series like counseling for students as well as the Karnival Pengajian Tinggi Negara which helps to prepare them for their next level of education.
In order to apply for entry into any of the IPTAs around Malaysia, you must fill up the Borang UPU or UPU form. In order to be eligible for the post-SPM/Setaraf Programme, you will need to fulfill the following:
You must be a Malaysian citizen and passed the SPM or its equivalent. This must include 5 Credits in any subjects which must include Bahasa Melayu.
On the other hand, there are several programmes in specific universities which are only for Bumiputera applicants. This includes all the Asasi programmes in UIAM (International Islamic University) and in UNIMAS (University Malaysia Sarawak) and the Asasi Sains programmes in University Malaya. On top of that, all progammes offered by UiTM (Universiti Teknologi Mara) are catered only for Bumiputera applicants.
On another level, if you are applying for the post- STPM or its equivalent programmes, you must fulfill at least 2.00 CGPA points where you must obtain at least a 2.00 grade (or C) for the Pengajian Am paper and Cs for 2 other subjects. For applicants who have the STAM (Sijil Tinggi Agama Malaysia), you are required to have at least the Jayyid Grade in order to be eligible for this programme. On top of that, applicants are required to have passed the MUET (Malaysian University English Test) in at least Band 1 to apply for these courses.
